The
submission raises concern about the “seven day rule” because of its potential to subject refugees to a series of “rolling” Temporary Protection Visas only, denying the possibility of a permanent visa. UNHCR points to that DIMIA’s
guidelines for how to interpret and apply the rule are
not sufficient.
